The tile is rarely the problem. What determines repair versus replacement is the condition of the underlayment below it.
A handful of broken or slipped tiles on a roof whose underlayment is still sound, or a localized flashing failure.
The underlayment has aged out but the tile itself is in good condition. The tile is removed and stacked, new underlayment goes down, and the tile is reset. This is a very common Florida scope.
The tile is widely broken or brittle, the deck is compromised, or the structure is being changed. Breakage during removal is normal and should be addressed with a stated allowance in the scope.
